Can I generate a portrait without uploading a photo?

This tool keeps a real person's likeness, so it needs a photo. For an imaginary person, use the AI image generator or the studio in text to image mode.

Can I make a portrait of my partner or a friend?

Only with their permission. Do not upload photos of people who have not agreed to it.
